Holland is the safest country for cyclists in the world, How does the Dutch do it?
I think the better question should be: "Why do they do it?"
People's health, safety, environment and none the less, transportation efficiency are all pointing to the same answer- make it easy to ride a bicycle, and all the desirable benefits will come.
The video shows some very interesting, perhaps strange aspect of their effort in bike friendly infrastructure.
How nice if Singapore is like that.

I think the "strangeness" could be due to their uniqueness:
1) May be the number of bicycles on roads is more than cars.
2) A very high % of their population commute using bicycles.
Thus, a way to achieve safe cycling seems to be by increasing the number of cyclists on the roads.
